Till 1993, the Ministry of Education had no office at the upazila level. But to ensure quality improvement of secondary education, academic supervision, administrative and financial transparency, there is a need to establish office at upazila level. That is why the Ministry of Education first established the upazila project office through 4 projects in 1993 through the national-based scholarship program. In the document of these projects, a provision is kept that at the end of the project period, the upazila secondary education office will be transferred to the revenue sector and established. Accordingly, the upazila secondary education office was established in 2000 after the project period. All the departments under the Ministry of Education, the activities of the directorate are implemented through this office at the field level. The activities of the secondary education office are in operation in all upazilas of Bangladesh. Phultala upazila parishad is 22 km away from Khulna on Dhaka highway towards Nawapara. The upazila secondary education office is located in a beautiful and pleasant environment inside the upazila parishad.
